Persistent project memory for DSH
Adds persistent project memory to DeepSeek Harness. It summarizes sessions and lessons learned into PROJECT_MEMORY.md and a global index, reminds you to distill after each work session, and automatically injects memory into future agents. Includes a web GUI memory panel with project/global tabs, search, and manual add/delete.
